Mapping Australia's Work Health and Safety Research Landscape

A Safe Work Australia project delivered in partnership with the Academy of the Social Sciences in Australia and the Australian Academy of Technological Sciences and Engineering.

In 2025–26, Shape Policy helped design and deliver a landmark national research project for Safe Work Australia, undertaken in partnership with the Academy of the Social Sciences in Australia and the Australian Academy of Technological Sciences and Engineering.

The project established the first systematic evidence base mapping Australian work health and safety (WHS) and workers' compensation research across Safe Work Australia's five national research priority areas. Drawing on more than 7,000 Australian research publications, the project identified research strengths, emerging issues, and evidence gaps relevant to the future of work and workplace safety.

Shape Policy co-founder Dr Harry Rolf led the development of the project's research methodology, including a taxonomy of 304 WHS concepts and a novel human-supervised AI screening approach that combined multiple large language models with expert review to analyse research at scale.

The project produced a suite of horizon scans, scoping reviews, and evidence gap maps that now provide a national baseline for future WHS research, policy development, and regulatory decision-making in Australia.

We worked with Safe Work Australia and two Learned Academies to deliver AI-assisted classification and analysis of 7,000+ Australian research publications across five national work health and safety research priority areas. Using a novel method involving a panel of frontier large language models, with human oversight.
