Shape Policy Creative Intelligence Pty Ltd

Shape Policy is a Canberra-based policy and technology company founded in 2025 with a mission to help public-interest organisations adopt and apply AI safely, responsibly, and effectively in policy and knowledge work.

We are led by experienced technology, research, and policy professionals who believe that AI should remain transparent, accountable, and under the control of the organisations that use it. Our work combines policy expertise with practical experience designing, building, and deploying AI systems for real-world use.

We help organisations build capability, undertake research, and deploy AI through training, advisory services, and AI infrastructure.

§02 — How we work

Training

We provide hands-on workshops that help teams understand what is possible with AI by working directly with their own documents, projects, and workflows. Our approach focuses on building confidence and capability through practical experience.

Advisory

We undertake evidence-based research, analysis, and strategic advisory work for organisations navigating complex policy and operational challenges. We apply transparent and reproducible methods and contribute to open knowledge through the publication of reports and resources under Creative Commons licences.

Infrastructure

We design, build, and test AI infrastructure that enables organisations to adopt AI safely and effectively. Our infrastructure includes:

Software tools that help policy and research teams use AI in knowledge-intensive work.
Portable AI devices that support workshops, consultations, facilitation, data collection, and knowledge capture in face-to-face settings.
Fine-tuned small language models optimised for specialised tasks such as document classification, screening, and analysis.
Local AI servers that allow organisations to run advanced AI systems on-premises without relying on external cloud services or internet connectivity.

All infrastructure is developed and tested in-house on dedicated hardware before deployment in real-world environments.
